Does this agreement make Turkish drilling in the East Med legal under international law?

No, the agreement is widely viewed as a violation of the United Nations Convention on the Law of the Sea (UNCLOS) because it ignores the maritime rights of islands. Most of the international community, including the EU and US, continues to recognize the EEZ claims of Greece and Cyprus over the Turkish-Libyan claims.

How will this affect the operations of companies like ExxonMobil or Eni in Cyprus?

While these companies operate in blocks clearly recognized by the international community, Turkish claims often overlap with these areas. This creates a high-risk environment where naval presence could disrupt scheduled drilling or seismic work, potentially leading to project delays or increased security costs.

Why is the endorsement from Libya's second government significant?

Previously, the 2019 deal was primarily supported by the Tripoli-based government; having the eastern-based administration or a secondary power center endorse it suggests a more unified Libyan front on this issue. This makes it harder for external actors to argue the deal lacks domestic Libyan support, even if it remains internationally contested.

Libyan Deal Paves Way for Broader Turkish Drilling in Mediterranean

Analysis

AI-assisted analysis · reviewed by Yuri Kan

Turkey's strategic push for Mediterranean energy dominance has gained significant momentum following the endorsement of contested maritime boundaries by Libya's second governing administration. This development reinforces the controversial 2019 memorandum of understanding, providing a veneer of domestic Libyan legitimacy to Turkey's expansive 'Blue Homeland' doctrine. For the Eastern Mediterranean energy sector, this signals a heightened risk of geopolitical friction that could complicate offshore exploration and infrastructure projects involving Cyprus and Greece.

Key Facts

The endorsement comes from the second of Libya's dual administrations, providing Turkey with broader political backing within Libya for its maritime claims as of October 2026.
The maritime boundary agreement, originally signed in November 2019, ignores the continental shelf rights of Greek islands such as Crete and Rhodes.
Turkey's claims overlap significantly with the Exclusive Economic Zones (EEZ) declared by the Republic of Cyprus and Greece, creating a direct conflict of interest.
This political move precedes expected increases in Turkish seismic survey activity and potential drilling operations in contested waters during the upcoming 2027 season.
The European Union has previously characterized the Turkey-Libya maritime deal as a violation of the sovereign rights of third states and not in accordance with the Law of the Sea.
Turkey currently operates a fleet of four advanced drillships, including the Abdulhamid Han, which are capable of deep-water operations in the disputed areas.

Background & Context

The geopolitical tension stems from the 2019 Turkey-Libya Maritime Boundary Treaty, which sought to create a maritime corridor between the two nations' coasts. This agreement was widely condemned by the EastMed Gas Forum members because it bypassed the presence of Greek islands and ignored Cypriot maritime rights under UNCLOS. Historically, Turkey has used its 'Blue Homeland' (Mavi Vatan) policy to justify naval presence and exploration in areas claimed by its neighbors, often leading to naval standoffs and diplomatic crises.

Market Impact

This development increases the 'sovereign risk' for international oil companies (IOCs) like Eni, TotalEnergies, and Chevron operating in the Eastern Mediterranean. While Turkey's drilling vessels may now feel emboldened to operate further south, the lack of international recognition for these boundaries means financing for permanent infrastructure in disputed zones remains nearly impossible. Furthermore, it places additional pressure on the Republic of Cyprus to secure its maritime borders through increased EU and US diplomatic support to prevent physical interference with its licensed blocks.

What to Watch

Expect an uptick in Turkish naval escorts for seismic vessels in the 'disputed' zones throughout the remainder of 2026 and into early 2027. Diplomatic protests from Athens and Nicosia are certain, likely leading to a renewal of EU sanctions discussions regarding Turkish drilling activities. The long-term viability of the EastMed Pipeline or alternative subsea links will remain stalled as long as these maritime disputes persist without a legal resolution.

Why This Matters for Cyprus

This directly threatens the integrity of the Cyprus EEZ, particularly blocks on the western and southwestern fringes where Turkey claims jurisdiction. Any Turkish drilling activity authorized by this Libyan deal could lead to direct physical interference with Cyprus-licensed exploration blocks and deter future investment in the region.
